Python Code-Formatter.

Do we have a code formatter that we use for Bits or alibuild? If not, can we decide on adopting one?

ruff is what I usually use. Very fast and easy to integrate using e.g. pre-commit.

It's easy to automate the formatting using pre-commit hooks or using a GHA CI job.
I tend to use pre-commit/prek and pre-commit CI.

If there are no objections I can set up pre commit and it's CI for ruff

+1 to ruff. If we decide to do this, I'd like to have the lint commit in a git-blame-ignore-rev file if possible
