NodeJS: Relocate non-generated packages out of the packages tree

We've been moving towards using it only for generated pieces, but there are at least two in there that are definitely handwritten or core:

• gapic-node-processing
• typeless-sample-bot

We may eventually want to transfer the typeless bot to samples teams, and gapic-node-processing may go to platform, but these two should at least be moved out of packages for now.
