Convert to a GitHub action

I think it would be better if this were sent as a GitHub action instead of a CLI and an NPM package

I commented in another issue (hadn't noticed this one yet) about it, but I am onboard with this exposing an action as well as the existing api's. Just not "converted" ore replaced with.
