Requires MuckRock/squarelet#621 to coincide
Adds a management command and invoke task to run to set the bucket up for you (and setting the bucket policy so public documents work) instead of having to do it manually. Includes a fix that needed to be addressed when we updated smart_open, migration notes and change log included in comments.
If you don't care about your local bucket you can nuke it and run the invoke command to verify that it works locally.
