#64968 Resolve npm dependencies

Updates and audits NPM dependencies for the WordPress 7.1 milestone. Bumps a set of direct build/test dependencies in core and bundled themes, refreshes package-lock.json files, and resolves an ajv/schema-utils compatibility issue that could break grunt build.
